JIA-CERJA has been engaged in a strategic advisory mission supporting national authorities in addressing prison overcrowding and pre-trial detention reform.

The mission combined institutional diagnostics, comparative analysis and stakeholder consultations, with a particular focus on alternatives to incarceration and procedural improvements.

Reform roadmap

A reform roadmap has been validated with partner authorities, articulating short-term operational improvements and longer-term legislative reforms.

Approach

The advisory drew on JIA-CERJA's standing methodology - diagnose, contextualize, sequence - to translate technical analysis into a politically credible programme of work.

Sustainable reform requires combining quick operational wins with the longer institutional work that only happens with time.

The work is now entering an implementation-support phase, with continued accompaniment of partner authorities and institutional partners.
