Distilling lessons from JIA-CERJA field engagements on rule-of-law programming in fragile and transitional African contexts.

A demanding operational environment

Fragile contexts combine institutional weakness, political volatility and operational complexity.

Programming in such environments demands a high level of institutional credibility and methodological rigor — not the application of templated approaches that work elsewhere.

Practitioner lessons

The paper distills three practitioner lessons from JIA-CERJA's field engagement:

  1. Long horizon over short inputs. Long-term institutional accompaniment yields better results than short-term technical inputs.
  2. Joint engagement. Joint engagement with national and international partners is critical for sustained results.
  3. Contextual fluency. Rule-of-law programming requires contextual fluency — political, institutional, and human — that cannot be substituted by technical depth alone.

Rule-of-law programming in fragile contexts is, ultimately, an exercise in institutional patience.
